The ones you bring. A state is watched from the day you add it - never before - and the coverage receipt carries that date. It cannot be moved afterwards, and that is enforced in the database rather than promised.

The state licensing agency, its administrative register, federal CCDF, the codified federal rules, and the Federal Register - including the public inspection desk, where a rule is filed days before it publishes.

What if a source goes dark?

Every run is recorded with a typed status. A week with no changes and a week where the fetch failed are different facts, and the brief will not claim the first when the second happened.

Why not a single number?

Because precisions differ. A publication-day clock is counted from midnight in the source's own timezone, which overstates our latency rather than flattering it, and blending it with a filing timestamp would produce one comfortable figure nobody could defend.

Do you guarantee it?

No. There is no latency SLA today and this page will not invent one. Timing is recorded for every catch and will be published per jurisdiction beside recall, when a customer record exists to check it against.

Do you tell me what to do?

No, and deliberately. SELAHAI reports what a rule says and what you recorded. Those are two facts. It never renders a verdict about whether you comply, because it cannot know that and asserting it would put a false statement into a record you might one day rely on.

Yes - append-only history, with a content hash so a reissued pack is provably identical to the one you sent last time.

How many people can use it?

Everyone in your organisation. Seats are unlimited on every plan because the price follows jurisdictions.

The original is kept. An amendment supersedes the window rather than overwriting it, so what we told you first and what changed are both on the record.

Is the watch actually running?

Yes. The federal and rulemaking desks are read every six hours; the state rule corpus is re-read daily, longest-waiting first, with each version archived. The current count of watched jurisdictions and documents is published on the coverage page rather than written into this answer, because a number written here goes stale the next time a state is enrolled.

What if you get it wrong?

Misses are published in the same table as catches, with their cause. A monitoring product that has never reported a miss has either never had one or does not look.
